Parker has over 25 years of public and private sector transportation experience. He is responsible for marketing and business development for electronic toll collection systems, with an emphasis on securing toll system installation and operating contracts in the growing congestion pricing and public-private partnership market. He serves on the Education Task Force of the International Bridge, Tunnel and Turnpike Association and is also Vice President of Education and Chair of the Transportation Institute for the National Council for Public Private Partnerships. He has served as Administrator of the Maryland State Highway Administration, as well as Deputy Secretary of Administration with the Pennsylvania Department of Transportation.
